Well The Ministry of Magic dates far beyond Hogwarts you know.The Ministry of Magic took place of the long lasting Wizards Council which took place a long long time ago. So in other words It was the idea of many witch's and wizards to start the Ministry of Magic.

Of course your not asking too much. Well of course there were different schools. The Are schools of Withcraft and Wizardry in America, France, Russia, all over the place. Now if I told you that I knew schools that were around then, I'd be lying. But yeah. The Ministry of Magic dates back into un unknown blackness of simply disknoledge.
